I did some digging. Its owned by Prosper Portland. The 2 areas with tents set up (and one other..) are known as ODOT blocks. Beam development & Colas Construction are supposed to be building out the areas those tent cities are in construction is supposed to be completed in phases in 2019, 2020, and 2021.
It would be interesting to see that space at night time. I see space heaters set up in the video. I hate to tell them that if they are cold at night in the summer, then they aren't going to like it at all real soon...

In street view if you move over to SE Main Street or SE Salmon Street it looks like those privacy fences could have just been stolen from there... I'm not sure how old the street view is there vs the street view from SE Walter Ave where the privacy fences are not present.
Right from the city of Portland. Mayor and Commissioner are running this. It cost $1/4 M to setup and another $150k a month to run it, and the city is paying for all of it. It's way more expensive than normal homeless shelters. So money is being diverted to "other" expenses in these camps.

From the streetview it looks like they just moved into the construction site and parking lot and took over the fencing that was there.
