That usually only works in one direction. The one designed to protect people from ex post facto laws. I can't think of a counter example outside of the end of prohibition, but even then the charges were generally tax evasion/racketeering/violence related. There may be others, but it is sadly hard to think of any due to our nations obsession with making more things illegal, rather than less.

The CA law doesn't really protect any of them anyway. It only helps 20-somethings right now. Still several steps to go.
