I'm not a lawyer, but 'knowingly vote a second time' and 'vote again if they let you' sounds contradictory.

It's not "knowingly vote a second time"

It's "vote in person the first time to make sure your vote is counted at all because they told you your mailed vote hasn't been received"

There's a big difference between pretending to be someone else to vote twice and just being sure your single vote counts.

If the system works, then there is no harm and your vote is counted one time.

If the system doesn't work, then we were all right and this proves it.

Either way, you still weren't committing fraud by ensuring that your single vote was counted on election day. You gave them your accurate information both times, it's not your fault if they can't cross-check it properly.
