The difference is that Donald Trump is interesting and engaging, and people really want to see him. Joe never had the draw of a real leader. Joe had tried for the nomination before, but it was clear to the democrats of the time that Joe wasn't suitable as a candidate. Pickings were slim among the last batch of candidates, so Joe was chosen as the "least bad" candidate. They couldn't have too many people at Joe's Kenosha town hall, because everyone had to be screened more than a juror at a murder trial. It should be possible to screen 60 people for a town hall reasonably easily, but more than that (if you could find them) may have been problematic. At this stage, I don't think it would be a good idea to even send Joe to the store to pick up some eggs and a loaf of bread. I don't think he's got the ability to handle anything unusual or confrontational effectively, and his handlers know it.
