It's time for a massive civil disobedience action on this. Restaurant operators should get together and choose a reopening day, publicize it widely, and make clear that none of them are going to abide by any restrictions imposed by NY state or NYC government. Tell the public if they're fed up with government micromanaging everything, to come out for a restaurant meal on that date. It'll take much more than a 4000 person "task force" to put a dent in that, and I don't foresee many police officers answering the call.
