This is supposition, but I'm thinking the Federal Marshal's Service. They've been running an intel program lately, in the area, and additionally, the Portland PoPo couldn't find their own asshole with both hands, a ten man team and a flash light.
This whole "protest" has been dragging on for three YEARS! Red Ted cut a deal after the first riot, when Antifa went though down town smashing, tagging and burning. If Antifa would simply "bash fash", and not vandalize, as police commissioner, his goofs would go blind. All the good cops quit. The PPB has been short staffed by more than 200 for over two years. The treaty held until last April, when BLM started tagging the Court House, and everywhere else.
Shit just grew from there.
Can we report this to the Feds or the White House? Email it to the Pentagon? Skip the FBI.
