Artificial. Obama slashed massive numbers of people off the lists, on the basis that "well, they gave up looking for work, so they're technically not unemployed". And he used artificial government spending to create a bunch of "shovel ready" temp work.

and a lot of those jobs were part time, contract work too.
PS: if you look into the "shovel ready" jobs, an identity politics special interest group got their tendrils involved and they never happened.
