Is he not quoting someone? If so, I would say that too.

Just like Hiden when he said quote defunding social security end quote.

It isn't that common to do but with the full context it is clear he was following some sort of structure by using it twice. It is weird because he doesn't appear to be actually quoting anyone in specific too. https://youtu.be/_nzwginod7g

Still it is a bit diminished with context and back to normal slow cognitive decline.
