It's more than that, I heard a rumour that the secret service had to actively keep him away from women because of his wandering hands. Apparently an agent had to held back from beating the shit out of him because he cupped his girlfriends boob in a photo op. Apparently he had a habit of swimming naked infront of female secret service agent when jill wasn't around.
