It was done because we have a large amount of testing capacity and certain businesses and organizations (colleges being a big source) were doing an increasing number of tests (e.g. testing new employees or kids coming on campus from high risk areas) which in turn was slowing turn around time for people with symptoms.
The reasoning is solid but it means more "wasted" tests and even that universities would be building time sensitive contracts that got priority over random people.
It is debatable whether the CDC had the correct response but it was at least a recommendation made with a clear purpose. (Reduce test turnaround time)

It's absurd that asymptomatic people were ever tested. Aside from being an enormous waste of resources, testing a ton of people who almost certainly don't have the disease makes your positive and negative predictive values drop like a rock i.e. you lose more and more confidence in the accuracy of any individual result.

Its more than just that, the CDC said that less than ten thousand people died from the virus (6 percent of total deaths) and that those people had been very frail and very old. All others had died with two or more morbidness and were in almost all cases of advanced age.

There are also issues with even testing. Some places in the US were counting positive tests more than once on the same people. Some were not even counting false tests. This inflates Covid 19 numbers and reduces the number of actual tests.
The US is one of the highest in the world per capita in regards to testing. Some tests also give false positives, one in Europe gave 50 percent false positive.
