These are not Seattle cops. These are Washington State Patrol (WSP) officers. The people of the state of Washington own this Right-of-way through the Department of Transportation (WSDOT). Traffic on I-5, I-405, and I-90 is already a HUGE problem. Pedestrian traffic and bicycles are prohibited on these major interstate highway systems for safety reasons. WSDOT and WSP do not fuck around when it comes to keeping traffic moving and clearing shit off the highway.
