if they were acting as federal agents, wouldn't their jurisdiction be likewise restricted?

my point being is that I don't think that move allowed them to make any arrests in politically compromised cities, but it does allow for more officers to get active in areas where those arrests will actually matter - as in OP's video, on a highway.
