I've always said that the border should have a PPV event where they have to cross the craziest obstacles to reach the US. Like you know how there's American Ninja Warrior and Wipeout? I want that stuff but cranked up to 11. If you make it over without falling, you get citizenship.
Should start dropping them in the middle of the pacific. If they survive then kudos to them.
