I think the only reason someplace like Louisville doesn't turn into a Portland or Seattle is because it doesn't take very long to go from "urban" to "rural." In about 5 to 15 minutes, you go from being in the city to being in farmlands with plenty of armed Americans who are getting fed up with this crap.
In other urban areas I've been to or lived in, there's sort of a gradual conversion over a longer period of time before you "convert" from fully-urban to fully-rural. In Kentucky (Louisville, Lexington and even up near Cincinnati) it happens really quickly. It's like, "I'm in the city. (snaps the finger) Now it's rural."
Because of this, they might sene there's little buffer zone between them and America-loving folks who are only going to patiently tolerate this crap to a point. Plus, there's very little opportunity to spread out to outlying communities like they tried in Seattle and Portland.
