There's an option. But, with less than 60 days until voters go to the polls, I believe this is the right chess move. Trump is basically telling American voters that Nancy is halting the stimulus talks. So he finds a novel solution to get $ back into Americans' hands. All Nancy just has to do is agree to it. If she doesn't, the American voters will hate her and if she does... all she gets credit for is signing the document. Either way, Trump looks like a hero.
