Making precision shots with a hand gun, under duress, and when is no longer point blank range - in circumstance where there's very little time to fire a shot and it needs to count, it needs to stop what the perp is trying to do...
Attempting to try and make a shot to just flesh wound a perp so as to disable them amounts to: Gee, why take the higher probability torso shot when I can instead try to flesh wound an appendage where the probability for a successful placement of the shot will be much, much, much lower
So when lives are on the line, who in their right mind makes the choice that greatly increases the odds of failure - failure that ends in tragedy for the good guys?
In television and movies they can screen write any kind of BS and depict it happening that way (and yet people will actually think it should be able to play out like they've seen it on TV). But in real life, the Hollywood fantasy shit gets the good people killed

There are plenty of other police videos I've seen where someone takes 6-7 shots before going down. It's had me question my decision to go with 9mm for CC, but having any gun is better than no gun.

Legs contain femoral arteries, and a severed femoral artery is usually fatal.
A firearm is lethal force, so the number of times someone is shot is irrelevant. It's still lethal force regardless of whether one shot or one hundred shots are fired.

There's a time and place for 'shoot for the legs', but most of those instances can now be dealt with using less than lethal means like OC and tasers.
