Most people have been watching too much Hollywood BS and believe that it is a simple task to shoot someone in the leg, disabling them but not seriously injuring them. They are ignorant not only to how difficult it is to accurately shoot a pistol in a stress situation, but also to how many people die every year from being shot in the leg. Legs contain femoral arteries, and a severed femoral artery is usually fatal.

A firearm is lethal force, so the number of times someone is shot is irrelevant. It's still lethal force regardless of whether one shot or one hundred shots are fired.
