The answer is simple.

Barr moves in and takes over the entire case due to video evidence available.

He pronounces multiple civil rights violations many of which are currently happening.

You arrest Gaige on weapons charges and assault, you track down the jogger who kicked Kyle in the head and anyone else who chased him and hit him (multiple people did).

You put the DA under arrest for civil rights violations.

THAT is what would happen if we had an ACTUAL AG at the DoJ.
