I think the implication is that yes she did have sex with Truman, it's shown how there's always a convenient curtain or sheet or something whenever there's a sex scene just like regular sitcoms. The show was kind of this big "art project" for the director, I guess it can be assumed the others on the show were equally dedicated to it. They just knew the nature of the world they lived in, whereas Truman did not. It's a really interesting concept.
