Before they applied it to Trump, "presidential" just meant "relating to the presidency". So there's the presidential motorcade, presidential letterhead, presidential orders, etc.
But there's no rulebook about how a president should act. And if you really want to nitpick, whoever is president at the time defines what presidential behavior is...because they are the president. Their behavior is by definition presidential.
So when leftists say the Trump doesn't act "presidential", what they really mean is that Trump doesn't act like their faggot-god 0bama.
