I lived outside Baltimore for a year in 2016-17, beyond the normal stuff of just needing to be aware of your surroundings and being weary of everyone, I never really had any issues when I'd go to Baltimore. My wife and I would go by ourselves at least a couple times a month and she also worked in the city in a really crappy neighborhood. Maybe we were just lucky or it's gotten worse since then, idk. Granted, we'd mostly go out during the day, but we also went out in the evening plenty of times.
