Either this is one hell of a typo or it fits the Plandemic narrative. Wish I would have saved all the news articles where they have found SARS-CoV-2 in blood and sewage samples going back well into early 2019.
You can select the years 2017, 2018, and 2019. You can also use HS 6 digit Product code 902780, 382200, and 300215 and it lists a ton of kits and equipment labeled as COVID-19 for all 3 years.

I don't. I do remember that a month or so after this post someone said they took an existing code and changed it to COVID-19. I am not sure what is actually true. I have since also ran into leaked Chinese documents from the Wuhan lab (who knows if they are real or not). It showed a sample taken from a bat in 2016 that has a 96% match for SARS-CoV-2. I can't find where I saved the archive.org. If I find it I will update this.
SARS-COV is what causes Swine flu and is also a COVID Condition. The designation -19 is based on the year. It’s possible these were for SARS-COV and not SARS-COV-2 (which causes COVID-19). Just putting this out there. Corona viruses cause Coronavirus Disease.

So they renamed existing code's from one thing to another? Sounds like they should have made new code.
