I have been meaning to ask this, on a number of occasions where police have obviously been instructed to stand down on orders of the mayor: Where the fuck are the Sheriffs?
Sheriffs do not have city jurisdiction, only county. If that seems confusing to you, because some counties are smaller than the cities within them (LA county, I'm looking at you), it is to me, too.
That isn't true, at least, not true in Texas. Not sure about other states, but it stands to reason that if you're a sworn officer in the county, then the whole county IS your territory.
The only thing a Sheriff Office is actually responsible for is upkeep and operations of county jails. Sheriff Offices are under absolutely no obligation to patrol the streets, or assist in calls. Now, when they're the only real law enforcement presence in a city or small town, then yeah they're obviously going to patrol.

who are elected by the people and accountable only to the people who elected them, they can run that department pretty much however they see fit.
That is incredibly important and something the politicians in King County WA (where Seattle is) wants to change. They want to make the sheriff position appointed by the council instead of elected by the people. They aren't even hiding their reasons, council members have said it's because with the elected sheriff the council doesn't have any influence and the Sheriff isn't accountable to the council. So of course they want to change that.
I don't think the state constitution specifies either way. It used to be an appointed position until 1996 when the voters made it an elected position. The council has voted to make it appointed again but it still has to be approved by the voters before it becomes law again.
I'm surprised the person at the Berkeley County Sheriff's Department isn't fired for that.
