Sheriffs do not have city jurisdiction, only county. If that seems confusing to you, because some counties are smaller than the cities within them (LA county, I'm looking at you), it is to me, too.
That isn't true, at least, not true in Texas. Not sure about other states, but it stands to reason that if you're a sworn officer in the county, then the whole county IS your territory.
In this case, usually the city has a sheriff's department that handles specific duties of the sheriff (e.g. serving certain court mandates, evictions) and a police department that rolls up to the mayor. The sheriff does not roll up to the mayor, it's an independent office.
Baltimore City itself is a county level government entity, so fulfills county duties within the city. This is not to be confused with Baltimore County, which contains other towns and surrounds the city of Baltimore.
Virginia has many independent cities that are similar to Baltimore, each has a sheriff. For example, the city of Alexandria: https://www.alexandriava.gov/Sheriff
Off the top of my head, the other oddball cases are
-Jacksonville/Duval County, Florida -- the city takes up entire county, the governments function as one.
-Boston/Suffolk County, MA -- Boston takes up most of the county, and the Boston government performs county functions, but there are a couple of other towns in the county, such as Chelsea. Some counties in Massachusetts have no government at all, but still have a sheriff.)
-New York City takes up 5 counties in New York, each of the five boroughs is it's own county. The boroughs have their own governments and presidents that provide some minor functionality, although most government functions are performed by the city government.
Finally, the sheriff for the City of Baltimore has a website, https://sheriff.baltimorecity.gov/, which explains their enforcement authority on the front page:
"Deputy Sheriffs have the same Law Enforcement authority as the Police Department. Since the Sheriff is elected by the citizenry, only Deputy Sheriffs have the authority to enforce Civil Law in addition to Criminal and Traffic Law. "
Blue shithole I am in supposedly is the same way they got jurisdiction everywhere although they stick to the country sides, unless shit hits the fan in the cities, Sheriff dept is the ones with the Swat teams and vehicles, not the local Police.

Some cities like Baltimore are not part of a county. They are a completely independent shithole.

Every county (or incorporated equivalent) in the United States has one, even New York City: https://www1.nyc.gov/site/finance/sheriff-courts/sheriff.page

Not part of the overall shithole, but an independent shithole.
STL comes to mind.
Usually city and county agencies have jurisdictional agreements and they stay off each others turf.
They have agreements but all the ones I have seen are to stay on each others turf.
Can you point me to one like you are talking about? Genuinely curious.

In Vermont every officer has jurisdiction in the entire state.
So both Andy and Barney can patrol the whole thing huh?
I'm kidding, crime and Vermont just seems like a non sequitir to me.
