I have been meaning to ask this, on a number of occasions where police have obviously been instructed to stand down on orders of the mayor: Where the fuck are the Sheriffs?
Sheriffs do not have city jurisdiction, only county. If that seems confusing to you, because some counties are smaller than the cities within them (LA county, I'm looking at you), it is to me, too.
That isn't true, at least, not true in Texas. Not sure about other states, but it stands to reason that if you're a sworn officer in the county, then the whole county IS your territory.

Usually city and county agencies have jurisdictional agreements and they stay off each others turf.
