Good question. No, that is the registrar-recorder's office. Poll workers don't do much. Every time I've done it, I've done at least two roles at once since it's easy and we were short staffed. The mail in stuff will be done by actual government employees.
Yes, that's the problem. No one is there to keep those liberal government employees who process the mail-in ballots honest. All it takes is for one corrupt worker, and he can accept truckfulls of mail-in ballots probably.

Just a regular poll worker? Basically nothing. The most you can do is accompany the inspector to the drop off location.
