They enacted a bunch of stupid stupid policies like shutting down all NG and coal fired power plants, while simultaneously subsidizing electric car purchases and banning gas appliances in major cities. They could make up the difference with nuclear pretty easily but they also decommissioned all their nuclear plants. So now you have some of the largest and most power hungry cities in the country being told to use more power and make less power and windmills are totally gonna make up the difference
