So instead of building a grid that can handle the output California just builds more solar panels and then pays other states to use the electricity while their citizens are told to turn off appliances.

People in California pay 5x the national average for electricity AND they have blackouts because they voted to dismantle nuclear energy and ban natural gas power plants... Natural gas isn't even a pollutant like fossil fuels.
So, they get almost all their power from renewable sources... and apparently California has a power deficit of what would be solved with 3 to 4 power plants across their state, but they refuse to expand.

It's because as a utility, even though it is a private company, it is micromanaged through local regulations of their government. California micromanages their power companies more than anywhere else in the country, and they refuse to do more to expand the state's needs.

They aren't 100% solar powered, so anything they pull from the grid is 3 times as expensive. Since the solar can't power AC at times like these... it's just a way to punish anyone that is responsible or found a way to pay less money to the city/state/pet energy company.

The (thoroughly mediocre) electric utility in my area had 41 minutes downtime for the average customer last year. That only occurred during extreme weather events with lightning and high winds.
