Scenario: New congressman goes to a party at a fancy house. Gets drunk, and is invited to spend the night. CIA plants a 13 year old girl next to the poor slob in the bed and takes photographs. Boom! They own him for life.

Photographs don't prove anything. The girl would have to say with certainty that it is the man who molested her, and there would have to be video evidence. If you have both, execute him.
