Isn't the payroll tax action a deferment anyway? As in we'll have to repay them starting Jan. 1 2021?

Yes. It is. However, Trump said he will have it forgiven when reelected and also asked his administration for ways to make the tax cut permanent. It along with the extension of $300/week unemployment funding was a means to get $ into people's hands immediately while Nancy and the Dems refused to negotiate on the new stimulus package.

The question is can the general fund really pay for social security? If yes, it is going to eat from something else.

If no, then question 2, general fund comes from, personal income tax, sales tax, and corporate income tax, so does that mean our income tax will rise if the general fund can't support social security?
