Absentee ballots should be received no later than two weeks prior to the election so they can be verified and counted.

Once verified, the votes should be registered and the names marked so no double voting can occur at the polls.

And a voter should be allowed to cast their vote in person if they have an absentee ballot in hand. Otherwise, they should be required to vote by a provisional ballot that is held until it is determined that an earlier vote was not cast.
