There aren't many cities as big as Phoenix in the CA deserts to feed a reactor the way that one does - and large swathes of the SoCal desert are owned by the Fed, the State, and are protected habitats. And a lot of military stuff.
You'd have to build a reactor just outside of LA to make it work on greywater, like in Palmdale. Not happening. Deeper into the deserts, no way, ever. You'd have liberals losing their tiny minds just building the pipelines to bring greywater to a nuke site, let alone the tantrums of building a nuke site.
