Those leaky tubes were welded shut and the plant could restart at lower power which would also fix the vibration issue. But envirotards delayed restart process by finding some paperwork issue as as excuse all while the plant is massively losing money while shutdown. Then there were threats by the local govt. to cancel the permit for cooling seawater use. The pressure to shut SONGS down was from everywhere. So the utility said fuck it and killed the plant.
