before San Onofre nuke station was shut down, I performed a feasibility study for a new wildlife code from the CA Ocean Protection Council which was to prevent fish from being sucked into the cooling intake. The idea was to use cooling towers instead, to the tune of several hundred million dollars. For the other CA nuke plant Diablo Canyon, it would be nearly double as there is no flat land for such an installation. All for some fish.
