They also passed laws where the power companies would be responsible if their power lines set a wildfire (which is why they are currently in a blackout; because of wildfire concerns) which actually wouldn't even matter if they didn't pass laws preventing controlled burning of wildlands to burn off any dead/decaying combustibles (ie dead trees and leaves).
