The idea was to use cooling towers instead, to the tune of several hundred million dollars. For the other CA nuke plant Diablo Canyon, it would be nearly double as there is no flat land for such an installation. All for some fish.
I'm sure some tax-payer funded, multi-million dollar govt study came to the conclusion this was best for the mouse.
