Warm water is considered pollution. Plant was built to use seawater.. they probably would have to replace that cooling with large cooling towers that wouldn't have been practical.
That's bullcrap -- CA uses less power now than in the 2000-2001 power crisis. They have a generation issue when the solar goes offline as the sun sets.
