In Texas, you have to request an absentee ballot. And when you request it, you have to qualify. In general, if you can vote during early voting, you can't get an absentee ballot.
The exception: if you are 65 or older. And, Abbott has ordered that early voting start one week earlier (On 10/13, I think).
