The Electors shall meet in their respective states.
Ok, so when do they meet? Title 3 USC 7:
The electors of President and Vice President of each State shall meet and give their votes on the first Monday after the second Wednesday in December next following their appointment
Well when do they get appointed? Again from Title 3 USC 1:
The electors of President and Vice President shall be appointed, in each State, on the Tuesday next after the first Monday in November.
Now the kicker, again Title 3 USC 2:
Whenever any State has held an election for the purpose of choosing electors, and has failed to make a choice on the day prescribed by law, the electors may be appointed on a subsequent day in such a manner as the legislature of such State may direct.
Vote by mail virtually guarantees this choice will fail, the ballot will be voided, and the electors will be chosen by the states' legislatures.

I agree, it's just that chaos is difficult to see through, and chaos is exactly what the democrats have planned.
