Could it possibly be that Dems are trying to soften to blow on Biden’s loss, so that rioters do not completely burn down every single democrat city completely?

Lol. They lost control of the riots. They saw they didn’t help them in the polls. They see their city’s are done for if they don’t get federal help. They know if there is serious riots like what we can expect in November when Trump wins, there will never be a recovery for them. Could they be doing damage control now?
