Trump argues that New York, Oregon, and Washington were giving aid to a rebellion/insurrection movement and cites the 14th Amendment, section 3 to take away electoral power from those states in the election, thereby securing the results and deeming the state officials illegitimate. Trump then invokes the insurrection act to install his own temporary officials until they can oversee legitimate local ones.

Trump will not concede unless he loses on election night. And even then, I'm not sure if he would. He knows the White House would be going to communists and people who hate this country. Legitimate or not, Trump do everything he can to stay in the white house (as he should), because that is the same mentality with the democrats.

Although Trump is at a disadvantage, because he actually cares how the country ends up. Democrat officials only care that Trump doesn't win. They are okay if it means mutually assured destruction.

Regardless, there is a coup underway
