No, you’re wrong. California will not apportion based on the popular vote until enough states sign on to make the election go to the popular winner. It’s confusing but that’s how it works.

It’s a fairly devilish ploy to impose popular vote on the country without a constitutional amendment. If enough states sign on, the other states are rendered irrelevant. It seems crazy because states are potentially awarding their electors to a candidate that lost their state, so disregarding the will of their own residents.

One can only hope that states will drop out of the pact if Republican majorities are elected in the legislatures so the measure has difficulty proceeding. You’d like at least to see CO drop out, since it is purplish. The other states are pretty solid Blue so who cares. Also would like to see VA stay out.
