I think you can say that about most of europe. And in America it's a neighborhood at a time. We all have parents/grandparents whose childhood neighborhoods have become ghetto hellholes.
Only repatriation of almost every single non-European will solve this. This would actually be a great act as the developing nations absorb many of their kin who have been educated and seen how a successful model for society can be. Imagine if 3rd worlders actually fix their own shitholes?
