I don't think that's the case? FAA may fund a lot of the airport's needs/ regulate its operation, but generally these airports are locally owned. This has been an issue at e.g. Santa Monica Airport in California where the local city council is shortening the runways and trying to get the airport closed so they can tear it down for more development.
It may not be federally owned but I believe if say a protester tries to attack rallygoers there they can be prosecuted federally so it dissuades counterprotests
There is no reason to stop rallies. The people have a right to peaceable assembly and that right is not subject to the whim of government.
