Answer it with as much candor as possible, but if there are questions that have the whiff of political gamesmanship, answer them truthfully but not helpfully. I got one of these "required" Community Surveys mandate when Obama was around, and the questions were invasive. I answered every one - using the Mayan Calendar for my birth date. I remember the first question: "How many people live at this address?" My answer: "All the people at this address are alive." Stuff like that.
