It's near impossible to get a conceal carry in liberal states. I'll use CA as example because that's the laws I know best. CA is a may issue state. To get a CCW you have to submit a $50 request to your city Sheriff. Your request must have a "valid" reason to carry, and list up to 3 serial numbers for pistols you own. Wait 6 months to forever for an interview. If your interview goes well and your valid reason is accepted then you must pay for a CCW course to the tune of $600. Once you complete that the sheriff will process your request and eventually you can conceal carry the weapons you listed ( and only those weapons). If you are carrying outside of the confines of your valid reason it may be deemed illegal. You may not carry within X amount of feet of a school (depends on city), and you cannot carry on any private property that you do not have permission to carry on. Nor can you carry at any "gun free zones" which is most public areas in the state. If you live in the red areas there is a good chance of approval, but you still need to pay for the training courses. If you live in any blue areas like LA or San Fran you can make a generous donation ($10k+) to your representatives reelection campaign or you don't have a chance.

Tl:dr= after waiting forever you might get approved to carry on public sidewalks not near schools. And even then you're probably screwed if you ever need to use it.

So let's say you are at a mall in CA. Even with a CCW you would still be carrying illegally at the mall because you don't have the owners permission to carry and the mall probably has "gun free zone" signs. Your options are either to be without a gun or illegally carry. And that's if you paid the $650 to be legal.

Now you may be saying well CA is an anomaly of liberal states. But the reality is that NY, NJ, and HI are just as bad and in some cases worse.

Basically with all the hoops CA has for CCW carrying illegally is the same as carrying legally. The chance of you being within the confines of your CCW permit are near 0 and you have to depend on a jury to decide if your self defense argument is good enough. Might as well save the $650.

Edit: Your CCW is only good for 5 years and there is no guarantee of renewal.
