I'm sure the Tiananmen protesters thought the same thing in 1989.

The thing is, they weren't completely wrong. The local Beijing garrison commander initially refused the orders to disperse the protests. So the CCP pulled them out, flew in battalions from far western China (Gansu, Qinghai, Xinjiang), stocked with soldiers who were completely unfamiliar with big city life in Beijing, and told them to open fire. They did.
