Also I believe the presidential term limit is not contitutional but rather a law passed by congress. So I am guessing it cannot be so over the top covering every position.

No its the 25th amendment that limits anyone to 10 years as President. So a Vice-president who toke over after two years of another person tenure in the white house could then run for 2 terms but Gerald ford was only able to run for one term since he served more than 2 years of Nixon's 2nd Term
