Here is how this will go down here in VA:

They will be enforcing the vaccine mandate by making businesses enforce the mandate, following the mask mandate model. Businesses who fail to demand a Certificate of Vaccination ID (CoVID) for entry to their establishments will be fined, have their alcohol license pulled, or even their business license revoked.

A valid, up-to-date CoVID will be required to conduct any in-person business in government buildings (DMV, courthouses, etc.) This means when your driver's license expires, you will be unable to obtain a new license to drive without first having a valid CoVID. You will not be allowed to enter a hospital / receive medical treatment without a valid CoVID. You will not be permitted to conduct business in a bank without a valid CoVID. You will not be permitted to purchase food in a grocery store without a valid CoVID.

The VID will later be combined with state drivers licenses once the scanner tech is rolled out to businesses and government offices, to verify you are properly vaccinated to enter buildings / receive services. The system is already in development using the ID2020.org standards and technology.

It's certainly ticking some of the boxes. It's an absolute control mechanism, either way.
