As silly as this sounds, could it be that the school is unaware of flag regulations? People are so ignorant of things we took for granted years ago. Perhaps you can type the rules up and drop them off at the office for them with a friendly note that you noticed aomeone had "forgotten" to take down the flag as required. It's worth a shot.
